User Right

I have a Windows 2000 server that is running in a workgroup, not part of the
domain. Users log on to the server with Local user account. I'd like to give
a certain users the right to unlock user account or reset users password
without giving them all admin rights. Is it possible ? I know that we can
delegate the rights to OU if we have Active Directory, but is it possible to
do the same for the servers running in a workgroup ?
 
I don't believe that is possible. A user in the power users group may be able to do
that for accounts created by a power user. For sure only administrators can do that
to administrator accounts. --- Steve
