User profile - start application - explorer.exe - does not run

I want to run explorer.exe at logon for a single terminal server client. I have created a local user - in the users profile - environment - starting application - explorer.exe At logon the user receives the server desktop instead of the Windows Explorer file manager. Any ideas? methods to do above?

Starting explorer.exe gives you the desktop, as you have noticed. Try
this: make a copy of explorer.exe, let's call it my_explorer.exe.
Make my_explorer.exe the starting application.
