If an administrator changes the shortcuts on her desktop, does that
automatically change the shortcuts on the desktops of other users and
administrators? (We have two administrators on our system.) Can this be
circumvented? I want shortcuts on my desktop that the other administrator
does not want.
Thanks for your help.

I assume you are talking about one single PC.

Shortcuts stored in the "All Users" folder are visible to all
users. Shortcuts stored in a user's personal profile folder
(e.g. c:\documents and settings\lisa\desktop) are visible
to this user only.

There are two things where YMMV here.

Firstly, some AllUsers UI locations are not seen buy anyone at all;
they seem to be totally ignored: SendTo and QuickLaunch.

Secondly, it depends on what process creates (or maintains) the
shortcuts. Some software may spawn its own shotrcuts, and some may do
so by creating one in each per-user location instead of one in the
AllUsers equivalent. This can complicate your management.
