User privileges

I have a user that just got a new pc and we want to limit
their privileges. The computer has XP on it. When I
reduce their privileges to limited instead of
administrator, they can't access their mail or telnet.
Is there a setting I'm missing or something I'm not
doing? Thanks.

why don't you trust them?
