User locked out when system log is full

A user is not being allowed to log in to their computer when the system log is full. I checked the local group policy under computer and user settings but did not see anything that would indicate why this is. I also checked the domain policy as well. Is there someplace else I need to check to figure out why this is happening.
Running WinXP SP2 on an HP DC5100.
