I had something happen a couple of days ago that I want to find out how it
happened and get it to work permanently...

I had dome some configuration changes on my Exchange 2003 server. After I
made the changes, I logged back on to Outlook 2003 and noticed a new "icon",
what looked like a bullet next to the sender's name. When you click on the
bullet, it opens a shortcut menu for the user, including telling the
schedule, phone numbers, sending an e-mail, create rules, add to Contacts,
and contact properties.

This is a great feature, but I can't get it to show on other user's
machines.

Thanks in advance

Sounds like you're describing the presence information of Microsoft Office
Communicator 2005. This is the client of choice for Live Communications
Server. Basically, to see instant messaging presence information in Office
applications, you need Windows Messenger 5.1 installed on that machine,
followed by Office Communicator.

After applying Office 2003 SP2 to my laptop, I noted that the presence icon
shown in Outlook was the same as that used by Office Communicator (the
'bullet' as you say) rather than that used by Windows Messenger (the person
'pawn').

I don't know if you see the same bullet icon if you just have Windows
Messenger installed with Office 2003 SP2, since I've not tried that
combination; I always have Office Communicator installed and running now.

What changes did you do?

Wow...you cross-posted to a lot of newsgroups.
The bullet (Skittle, Jellybean, etc) is a feature of Office 2003 Service
Pack 2. This is the new presence icon, replacing the "Whaleboy" that we
have all grown accustomed to. This icon integrates with Windows Messenger
or Microsoft Office Communicator, and presents presence information in
Outlook.
