User Folder on moved hard drive

I've moved a hard drive from a WIN XP PC, to another WIN
XP PC, and am trying to copy folders associated with a
user account with a password (in Documents and Settings).
When I try, I get "not accessible" and "Access Denied". I
have the passwords, but can't figure out how to get
access. Any suggestions?
 
What if there is no "security" tab?

When I couldn't get a "Security" tab when right-clicking
to get to "Properties" so I could change "owner" of
folder, I went to Doug Knox's website, got the
instructions for and downloaded program that got me the
tab in XP Home. But when I then try to follow Microsoft
instructions on how to change owners, I don't get the pop-
up message that begins "You do not have permission to
read . . . " Instead I get nothing, no matter if I press
OK or Apply.

Any further suggestions?
 
If your account is not an Administrator account, you will need to elevate its priviliges or use the built in Administrator account.
