User File Access

Hi-
I was attempting to add some user accounts to my computer, however when I added them, I must have hit something unintentionally. I still wanted my users to have access to all the files on the computer, and also to modify their own desktop. I have tried even changing their level from limited to administrator, but to no avail. The message given when I attempt to delete a file from the desktop is "Access is denied. Make sure the file is in use, or that you have permission to modify it from your administrator", or something to that effect. Any help would be appreciated, e-mail preferred if you can

I don't know why it would prevent administrator level accounts but
user level accounts are not permitted file ownership or editing rights
by default. You didn't specify whether you are using XP Pro or home,
but certainly in XP Pro if you disable simple file sharing (in
Explorer -> tools -> folder options -> view) and you are logged in as
an administrator, it gives you the ability to set the priviledge
levels of other user groups and increase the level of control they
have over files.
