User Favorites

Good morning,

I have computers which are used by a multitude of users. I have created
some typical favorites that I would like any and all users to have access to
by default. How do I give all the users on a pc access to certain favorites
(IE)? Do I have to copy these links into each users favorites folder (please
say this isn't so)? or is there a default folder that serves this exact
purpose?!

What is the "All Users" favorites folder for? Is this used when creating
new user accounts?

I believe Default is for new Profiles and if you put the Favorites in All
Users they will be available for all users.

Unfortunately it appears to have no function at all.
