user cannot change clock even with local policy set to allow

I have users set to be allowed to change the system time via local security
policy window and yet they still cannot change the clock from the system
tray. It seems to only allow administrators to change it. Is there another
place besides the local security policy window (item=change the system time)
that I need to change to allow users rights to change the time?
 
I cannot answer the question, but I propose a different solution.
Set the machines to synchronize automatically with a time server (Domain
Controller)

Incidentally, I thought I read that changing the clock in Vista is no longer
an administrator only task.

Same thing is happening here. Looks to me like a glitch / bug in UAC.
Try this while logged on as a non-admin after setting the change system
time policy - click start, type cmd, right click the cmd.exe, click run
as administrator, supply the limited user credentials, type TIME and
adjust the time. That works for me, but I can't through the system
tray. It probably also works fine if you turn off UAC, but I haven't
tried that yet.
