User and Group rights question for local machines in a Domain....

I have a couple of scenarios I have a question about.

I have a file I need to copy to users local drive as updates are released.
Can I do this as part of the login script?
Can I do this as part of the group policy?
What rights would the user have to have to copy the file to their local
drive?

Can I give a user the rights to copy a file to their local drive, without
going around to each machine and adding them to a local group?

What is a good resource to find real world examples and solutions to this?

How can I give a user the right to change the clock on his PC? Just the
rights to change the time.

2. Yes but I probably wouldn't
3. Yes This is what I would do especially if msi files.
4. Where about on their local drive and why are you fixated on them

8. You should never even mention local groups. I manage NEVER to create local groups on a domain.

We have an Access DB with a front end that resides on the local drive. We
update the program on occasion and need to put a new copy of the file on the
local drive and by default the user doesn't have rights to copy the file
there.

I only need an example of 1 or 2.....
 
Group policy can set file permissions on a domain (not local GP though). Users have access to their profiles, which is where one would normally put it if it's per user.

Look in admin tools for Local Security.
