User accounts

A girlfriend of mine erased her Computer admin. and only has an account with
limited use on now. She needs to create an admin. account but it is not
letting her. HOw do we do this.

Windows won't let you delete the administrator's account.
Get her to open a Command Prompt {Start / Run / cmd {OK})
and type this command:

net user

What does she see?
 
At the Windows Welcome Screen:, have her type:

CTRL+ALT+DEL+DEL (the keys not that actually letters).

The Windows Login screen will appear, and she can type in Administrator.
If she's never set a password, then click on OK.

She should be in Windows XP as the default Windows XP Administrator
delivered with the system.

I would immediately create a new Administrator Account ... before doing
Anything.

If she still has the old Admin Account (the one she deleted) files and
folders, I would use a different name as the old account.
That way she should be able to save some My Documents from the old to the
new.
