You are using the built in Administrator account for everyday. Normally one
other account in the administrator group is created so that the built in
account can drop into to reserve. When it is in reserve, it is not shown on
the welcome screen.

Now you are trying to create another user account and it is triggering that
intended behavior. For the built in administrative account to drop into
reserve, another account in the administrator group is required. Once that
is created than a limited user account can be created too.

In other words, you need to create another Admin account for you to use, then
the Administrator account will disappear. Then once you create the new admin
account you can then use this account to create a limited user account

By the way you should start using this new admin account for your use
instead of the default Administrator account. The administrator account
should only be used to repair problems with the computer

I have faced the same problem sometimes and to solve this problem do the
following:
1. from the control pannel choose Administrative Tools
2. Then Computer Management
3. Click on Local users and groups folder
4. Click on the Users folder to get it open
5. Create new user
6. Click right button on the created user and choose Properities.
7. From memdership tab click more and then Advanced then Find
You will get s list of the rights what you want to assign, choose what you
want and that's it.

Hi Eddie,
I am looking to limit my user accounts and to track what they do and say in
messengers. I tried doing the below to see what options where there but I
couldn't get to step 3. I open up Computer Management, but there is no Local
Users and Groups Folder there. Any ideas?

I have had my computer for a few years, and never created any user accounts,
so apparently I've been using the built-in account, which hasn't caused me
any problems. Now I need to create a new user, but Windows XP tells me to
create an Administrator first -- no problem, except that when I do that, the
built-in account disappears (or goes into reserve, as you say) and all my
preferences/settings are gone. How do I copy all the settings I had to the
new Admin account? I really don't want to have to do it all manually.

Hey Hanlin
Did you ever get your question answered? I have done the very same thing and
would like to transfer my settings to a new user (administrator) group. Did
you get an answer? Could you share it?

Start

Control Panel

System

Advanced tab

User Profiles section

Settings

Select the Administrator account and click "Copy To"

This will give you a browse box for where to copy the profile to -
navigate to your main user account folder and select it

This will copy the user profile over, i.e. the contents of C:\Documents
and Settings\Administrator\ and the relevant sub-hive of HKEY_USERS from
the registry

I followed these steps...

At this point, I could select the one (and only one) user profile available,
the GATEWAY\Administrator (my computer is a Gateway), but the "Copy To" radio
button is shadowed/not available.

So, again, all that is available to me is to create a new user, which just
leads to the same problems I described previously.
