If i create two administrator accounts in xp, is there a way to import one
user account setting to the other. Such that the desktop, the start menu,
quick launch system tray would be the same?
 
Yeah, you can do that easily. If you go to System Properties -> Advanced ->
User Profiles Settings, you can copy one profile to another. It will take
your start menu, and desktop, Quicklaunch, and other settings with it. It
will also take your My Documents folder.

Remember that when you copy a user account, both the account you are moving
and the destination account have to be logged off. That means you will
need to execute the copy operation from a third account.

Also, don't delete your old user account until you make sure your new one
works like it should and has all your documents.

Goto the control panel, system, advanced, user profiles
and settings. From here you can export your user settings
etc. as you desire.
