Is it possible in Windows XP home to load the system with
games and other applications and then have users with
non administrative power to use them? If so how?

Sure it is!

After you've set up your users as administrators, users
or power users, right click on the executable for the
program you wish to set permission for. Click on
SECURITY. Check or uncheck the users you wish to
allow/disallow to use that program.

I have same problem, I right click the program no
security found? only run as..
