How do I transfer the settings of one user account to another, i.e. from
Administrator to a new user. Any info appreciated.

One way to do it is to go into Computer Management-> Users and Groups and
add that user to the Administrator group (if that's what you want). You
could add that user to the Power Users group that gives that user more
permissions than a standard user but less than full administrator rights
(safer option).
