User Accounts Window doesn't appear

The User Accounts window doesn't appear when I double
click on it. I have the same problem when I boot in safe
mode and login as the administrator. Any ideas?
 
Try Start, Run and enter CONTROL USERPASSWORDS

Post back whether or not that works.

By the way. The version is XP home edition. I have
verified via the command console and net user that I
still have admin rights. CONTROL USERPASSWORDS did not
work.

My only suggestion at this point is to have your XP CD handy, open a command prompt window and enter SFC /SCANNOW
