User Accounts / User Pictures error

When I click on the user pic in the start menu to change the picture the
appropriate window comes up but gives the error "ClassFactory cannot supply
requested class." I can click OK and change the picture as usual but why
does this message come up and how do I fix it?
 
Click Start, Run and type REGSVR32 SHIMGVW.DLL

Actually, it *said* it succeeded but it is still giving me the same error.
