User Accounts not available in WMI or Local Users and Groups

All my accounts are still accessible and have permissions, but I am
unable to access them in the traditional way. I must type them in every
time I want to change something or add them to an ACL. I can still see
them at a CMD prompt using Net commands, but the OS does not see them as
User Accounts in any automated functions. I added them to the
(Builtin\accounts ) in the registery, and when I add them to a
permission list, it verifies them as such. What line in the registry do
I need to add them to to get them back into Local Users and Groups?

Sorry, I'm using WinXP Pro on a standalone computer as a member of a
workgroup. I am the system administrator, and I have all other
permissions. I have added the administrator to roaming profiles to
enable full access to other accounts.
