User Accounts in Windows XP Home Edition

When I attempt to access my user accounts through the control panel the 'user
accounts' screen comes up blank. I basically can't get to the information at
all. Any idea what might be causing this and possible solutions?

Are you the Administrator?or,do you have administrative rights?

I originally granted administrative rights to both user accounts, but maybe
something changed that. Is the reboot in 'safe mode' the easiest way to view
the user groups again?

Booted the computer in safe mode and attempted to view user accounts through
the 'administrator' account and still got nothing but a blank white screen
under user accounts.
 
This didn't work either. Still a blank white screen under 'user accounts'.
