User accounts cannot log on locally

User accounts cannot logon to the server locally, even though local permissions are set to allow local logons. Server is running as a standalone webserver. The logon is sucessful, but is immediately followed by a 538 logoff: the security log shows events 680, 528 and then the 538 logoff event. Thanks for any suggestions.

Event 680 is Account Logon and it lists the account used for logon. Event 528 is Sucessful Logon. Administrators can logon.

If the administrator can logon then you probably have a permissions issue.
Maybe the file userinit.exe is inaccessible to ordinary users.
