User Accounts applet does not work

When I try to open User Accounts applet from Control Panel,
I get the message: "The specified module could not be found."
and then I see empty page.

I tried to double-click on the file "C:\WINDOWS\system32\nusrmgr.cpl"
and got same error message.

I have run WinDiff against copy of nusrmgr.cpl from another WinXP computer
(working one),
and there is no difference between my file and file from working "User
Accounts" appets.

These files (mshta.exe) are identical too (from my PC and working one).

I have run "SFC /scannow" and it did not help out.

Try:

mshta.exe "res://C:\WINDOWS\system32\nusrmgr.cpl/nusrmgr.hta"

If this works, then the problem is actually the file associations. If not,
try a clean boot.

I am also having this problem, I did a full reinstallation of Windows XP and
the problem hasn't gone. The error message also still comes up while using
the potential fix that you mentioned in the previous post.

Could it be a faulty installation CD? Would copying the nusrmgr.hta and
mshta.exe files from a working computer fix the problem or are these files
system specific?

Have you checked the size of mshta.exe file?

The mshta.exe is:
Size: 67.5KB (69,120 bytes)
Size on disk: 68k.0KB (69,632 bytes)

mshta.exe is actually a 29K file. A security program you have, has replaced
mshta.exe with notepad executable. Deleting the existing mshta.exe and
extracting a new copy should do the trick.

I can confirm that this is the correct fix. However when replacing mshta.exe
with the correct version, it will be instantly replaced by another copy of
the problamatic file. After shutting down all thrird party applications and
also as many Windows applications as possibile (including system restore),
the problems persists, so it is likely due to a Windows process. After going
into safe mode and replacing the file and then rebooting into Windows as
normal, the problem is solved.

Jasmeet,

Windows is probably replacing the file from DllCache folder. First, delete
from DLLCache, and then redo the procedure.
