user account set up for two languages

language selection "Chinese" and "main language" disappeared after having set up a new user account. It is still possible to change it as administrator but there is no language indicator for the new created user.
 
I would like to have one use rprofile using English and another one using Han-gul(Korean). But if I change one user to english the other one changes as well. I have the language support installed for both languages. Is it posible to have user accounts using different languages?
