User Account Importing / File Encryption

I've installed a copy of windows XP over itself (in order
to repair it), but I've left the Documents and Settings
folder intact. All of the settings and files of user
accounts from my previous install are still in there.
Would there be a way to import these old user accounts
into the new install (and hence retain their security
details, SID's, etc, mostly to access any encrypted
files)? Or maybe is it possible to generate a security
certificate from the files that are still there? I know
that the Elcomsoft program "Advanced EFS Data Recovery"
can manage to unencrypt files using just the remnants of
user settings files and their username and password.
Perhaps is it possible to do a similar thing manually? Or
does anyone know of a free-ware program that does
something similar? I would really appreciate some advice
on this matter.

Hi

If you have access to the user profile folders for the user that encrypted the
files and you remember the password for that user, you might be able to save
the files. Take a look at this site:
