User access setup.

I have Windows XP Service Pack 1.
I am trying to create 2 levels of user access:
1. Administrator. He would have unlimited access to this
PC.
2. User with limited access. He would have access to run 1
program (most likely not Windows XP certified) only. This
user wouldn't have access to anything on the Start button,
either right or left clicked. In fact, when he clicks
(right or left) on the Start button, he would see the
above-mentioned program only. Nothing else.

I am looking for a set of instructions or hint how to
approach this task.
