Use XCOPY to copy from a network address to a https Network Place?

Is there any way to use XCOPY to copy from a network address to a https
Network Place?

If not, is there some other utility that will work? I tried a DOS Batch
file, but it does not work with http or https addresses.

You can use wget.exe (http://users.ugent.be/~bpuype/wget/#download)
to do the opposite. Perhaps there is a wput.exe on the same site.
