Use a 'header' on email rather than a signature option

How can I automaticaly set-up a header on all outgoing emails in the same way
that I can set up the signature option.

I am looking to create a header and signature
 
The simplest way would be to design a signature
comprising your header and footer information then leave
a gap in the middle where you can type your message.

Otherwise you could use Forms, Themes or a Background
that contains your header information.
