My USB will not bootup with the PC It slows the bootup to a crawl and the
standard open HCD USB host controller is not enabled. Have to manually add
it in every time.

check ur bios settings to enable usb at bootup also check windows services
see if any required services is set to manual hence making u enable it
manually everytime. u can check event viewer log for help
type eventvwr.msc in run box to check system errors and warnings.

It will boot up ok sometimes but other times it is slow to check ram at
bootup and then slow to boot and when it does no usb host controller
enabled, so I have to do it manually.
