USB: Speed drops drastically while in use?

I've got two USB2 cards, generally 9-10 devices plugged in at any given time -
but few, if any, actually getting written to at any given time.

My backup utility (Retrospect) keeps track of speed while it's running.

Sometimes it starts out with speeds around 800 mb per minute and holds that
speed for the entire backup.

But other times, it'll hold 800 for awhile, then 600... and then a few minutes
later I'll look at it and it'll be 40 megs per minute.

Question: Would this be something in the backup app? Or maybe a card on the way
out? Or is XP Pro just having another one of it's many USB problems?
 
Might depend on the backup source. Drive speeds aren't linear
across the entire disk/partition. Are the backups "Fixed" types
that always backup the same content ( Files, Folders or entire
volumes) or does Retrospect sometimes do incremental backups?

somewhere from/at microsoft.com
regarding "usb power manement"
or something....

it might help and wouldn't
hurt to try it out...
