Usb Ports not "turned"on

Help Iam tring to install a saiteak p880 controller but when i plug it into the usb the power light dosn't come on also i cant find the "human interface" Is there a wya to fix this Prob??? Any help would be grately appricated
 
Lay off the weed for a little while and then repost with correct spelling
and meaning.

If you don't get any response at all then this suggests a hardware problem /
setting. You should always get some kind of response if the USB port and the
device are both physically working, even if all that happens is Windows
turns to you and says "ummm... I dunno what this is... Little help?"
