There just isn't.
Peer to Peer USB requires dedicated hardware. And that seldom
comes free :-)

As for the required software: it always comes with the hardware
:-)

Two serial->USB converters and Windows' native serial port transfer
ability. That's cheaper than a USB->USB cable.

Two USB to Ethernet adapters make more sense :-)
