At start up my computer is not recognising my plug and play USB mouse. Its
getting a little annoying having to go under the desk to unplug and plug it
back in every time.

The mouse is a Harma HM-703 I can't any other drivers for it either.

Any advice??

Also when I have a CF reader plugged into the USB at start up Windows doen't
load.....

All of a sudden?...or its always been like that?

So...is the BIOS not recognizing it?...or is xp not recognizing it?
Does it work if you boot into a system floppy?

What is a CF reader?

Yes its always been like that, I wouldn't know about it being either the
BIOS or XP, XP detects it when I unplug and plug it back in.
At the start up dos screen, the device isn't listed.

CF = Compact Flash card reader

See if there's a BIOS update for your mainboard.

Also...did you load the drivers that came with the computer?
