I have a good working mouse. However, when applied to one specific computer,
running Windows XP, it doesn't work with the USB connection.

Is the USB port on the computer working fine. Check if the device is enabled
on the Device Manager

Is the USB socket working?
There is a 5V supply that comes out the USB socket, if this is down
then nothing will work in that socket, may be you could try it in
another USB socket on that computer what does work, or try a known
good item in the suspect socket.
Obviously can't be the mouse because it works elsewhere so we have
narrowed it down to the socket, it could be the socket itself.
