USB modem problems in XPe

I'm having load of problems with these modems, intermittant answer, dropped
lines, modem not being detected by the OS.
I have the same problems on two different industrial SBC targets.

1. Boser HS6637 - with a Intell 82443BX/82371EB chipset and Winbond W83977
super I/O chipset. Fitted with a Celeron 750Mhz CPU and 128mb

2. Boser HS2604 - with a VIA VT8606/VT82C686B chipset and SMC37C699, VIA
VT82C686B I/O chipset, Fitted with a VIA Eden 400Mhz CPU and 128mb

As you can see the boards have completely different chipsets.
The modem has Conexant HCF V90 Data Fax RTAD chipset.
Both the modem and the SBC's support USB 1.1.
I've checked the modem drivers are up to date (they are)- i've tried the
modem on a desktop XPpro machine (works fine)
Perhaps i'm missing a component - but then surely it would'nt work at all
???
The modem manufacturer says it could be the BIOS, the SBC manufacturer says
it probably my build of XPe.
I'm begining to think is is a problem with XPe - I'm going to install XPpro
one of target machines and see how well the modem works - i'll post another
message with how i get on.
If anyone has ever used a USB modem on XPe on either of these boards - or
boards with similar chipsets let me know as it would give me some confidence
that it is possible to get it working reliably.
