USB initialisation issues

I am having a few problems with an USB tests on a system.
Currently if the USB loopback plugs are inserted before powering up USB port
2 won't recognise that there is a plug inserted.
how ever if the plugs are inserted after windows has loaded, and i assume
the usb drivers also, then both loopback plugs will run properly. The same
happens when the loopback plugs are unplugged and then re plugged.
I have installed the driver files and made all the reg entries that we need
touse the plugs.

Is there anyone else that has had similar problems? Or that knows of a
solution to this?

it appears that this is a full xp driver, and also for usb 2 which we are not
running.
i don't think that i will be able to install it on the unit, but i will gie
it a shot.

Why is that?
Just extract driver binaries. And copy them over the XPe image files in inf, system32, drivers folders. (Of course XPe should be
offline)
