USB Icon

My machine's O.S. is WindowsXP Professional SP2.

When I insert a USB device, no "icon" appears on the taskbar, anymore, which
would allow me to click on it and stop the USB device and safely remove it.

Is there a way to rectify the problem? And, is there another way of
removing the device, short of shutting down or rebooting?

Not all USB devices require you to "safely remove" them. Here is another way
to remove a USB device:

Go to My Computer
Find the device that you want to remove
Right-click on it, and select "Eject"
 
Likely your taskbar is setup to not show inactive icons, go into the
taskbar properties and select the offender and make it show all the
time.

Sure enough, there it was under "Properties", "Hide Inactive icons",
"Customize", and changed the option to "always show".

Why I didn't know that after all these years, I'll never know.
