USB Ennumeration Problem(s)

I havea USB device that works when I have it connected at boot time, but if I do not (or if I remove it once booted) the XPE environment does not see it reattached (that is, it seems it does not re-ennumerate the USB bus when a new/same device is attached). I assume I'm just missing some component, but I have a lot of USB-related stuff included and cannot find something else that makes sense to include.

Does anybody know what piece(s) are needed to make plug-and-play, hot-plugin of USB devices work? If I connect my device, go to device manager and scan for new hardware, that works, but this is not useful once I build my final application :-) My development system (XP Pro) works as expected, so I know it's not a USB hardware problem.
