USB device not working

I have a USB device that is "slow" to start. When I boot my embedded XP
machine at the same time I boot this device, 30% of the time the USB
device is not recognized properly. If I unplug and replug the device,
then it is happy.
Is there a way to detect this and have the system restart the
recognition procedure since it is not possible to unplug the device?

What does the specification on the drive show for spin up power requirements
for the USB drive? How is the drive powered? USB Only?

I have similar problems.. Drive spec says 800ma for spin up, and we're only
powering it via USB(500ma).
