USB-2 port only operating in USB-1 mode

Hi there

I recently installed a card reader & USB-2 port in the 3.5" bay that used to
house my floppy disk drive and thought that it was working okay. It shows up
in the hardware device manager as 'USB 2.0 Card Reader' but when I connected
my new USB-2 MP3 player to it I got a message saying that it 'could run
faster' and that there are no Hi-speed USB ports in my PC.

Any ideas what could be going wrong?!

How is the USB part of the device connected?

The device connects to one of two USB headers on the motherboard. Could this
be the problem? Do motherboards have to be specifically USB-2 capable?

Yes. If your MB doesn't have 2.0 capability, nothing you connect to it
will either. You can buy a PCI card to add USB 2.0 capability, though.
 
If I bought one of these cards, do you think there would be a way to connect
the card reader to the PCI card rather than the motherboard to give it USB-2
functionality?

It depends on the card, but most have a connector that will allow for
internal connections. In other words, look for an internal connector
when you buy the card. Here's an example that has two internal
