URL Links in Emails Stopped Working

Using Outlook 2003 on a stand alone computer. Have always been able to clink
on links within emails and IE opens can goes to the URL. Stopped working
yesterday showing a message that "The operation has been cancelled due to
restrictions in effect on this computer. Please contact your system
administrator." I have administrative rights and am the only user. Any
suggestions on how to fix?

Posted many, many times and documented in Microsoft's Knowledgebase.

In IE click Tools>Internet Options>Programs>Reset Web Settings.

Thank you. My newsgroup provider provides only 30 days of messages and I
couldn't find searching. I do appreciate your help and understanding.
