urgent case for CMD.exe command

Hi there,

I got a problem with my CMD command. When i connect with LAN, everything is
ok.
If i work offine (unplug the cable) to login windows, it appeared a error
message:
"The application failed to initialize properly (0xc0000142). Click on OK to
terminate the application" how can i do? My OS is XP and just install it for
one month.
