I have a basic UPS that connects via serial port. Vista does not seem to have
any support for UPS's anywhere. Am i just missing it? How can i enable Vista
to use my UPS correctly? Thanks Snoopin99

not sure... looks like it might see USB connected UPS's.........
Help & Support gives the following...

What's new in managing power settings

Using the battery meter to monitor power consumption
Power plans
Manage your power settings
Turn off your computer by using the Power button
In this version of Windows, you have more control over how your computer
uses and manages power than ever before.

Using the battery meter to monitor power consumption
You can use the battery meter to put a different power plan into effect.
Although the battery meter is more commonly used with mobile PCs, it can
also appear on a desktop computer if the computer is plugged into a USB
uninterruptible power supply (UPS) or other short-term battery device.

The battery meter is located in the notification area of the Windows
taskbar. The battery meter makes it easy for you to monitor the power
consumption of your mobile PC while you're using it.

When you hover over the battery icon, you can see the percentage of battery
charge remaining and the power plan that Windows is using.

You should go to the manufacturer's website for the UPS you own and see
whether they provide a software package that works with Vista. The serial
connection is there so that your computer can communicate with the UPS and
do things like a clean shutdown when the main power goes off.

Serial port UPS software is not supported under Vista. The UPS will still
protect you with it's battery backup. It just will not communicate with the
O/S.

How will it protect you if it is unable to do a clean shutdown of your
computer? Pretty fancy surge protector is all he has now. Another way that
Microsoft has chosen to obsolete perfectly good hardware I guess.

You'll need the driver that should come with the UPS (or check the vendor's
web site).

Are you sure it isn't supported, have you checked in the device manager to
see if it's there or not. Mine was recognized and drivers installed,
although I do have USB connection.
