Upon startup Outlook did not download mail to my computer

I've checked and found my internet connection to be Ok. Could it be that
Norton Firewall program which is installed im my computer is causing the
problem?
However I had no problem using Outlook Express to access my mails.I'm using
Microsoft Outlook 2003

Set up your E-mail accounts in Outlook 2003 (Tools>E-mail
accounts) and remove them from OE.
 
have you tried downloading the mails manually would you get any error
while you perform the same?
you can import the a/c as well as email from current outlook express
setting let me know if you need any help on the same
