Upgrading from Windows 98 - Setup Stops Responding

I am trying to upgrad my Windows ME to XP. I chose
the 'new install(advanced)' option. The setup appears to
go well for several minutes until it reaches the point
after the first reboot where the installation of files
will begin. When the boot completes, the white strip at
the bottom of the window goes through several drivers and
then it gets to "Setup is Starting Windows". This is
where it hangs. Any advice on getting around this problem?
 
You selected the wrong setup option. Select the default "Upgrade"
option, not "New Installation".
