I have been told you can upgrade to XP Pro from ME without performiong a
backup and that you will not lose hard drive data. Is this correct?

Well yes, but any major upgrade can potentially go balistic, so any
important programs / data / files etc should be backed up...

One should always backup their critical files prior to upgrading
to a different operating system. If you don't, and you encounter
a problem, you could lose your valuable files.

You can, but you shouldn't. When doing a process that basically backs up
the necessary data, then does a clean install of Windows before importing
the backed up info into the new Windows there are things that can go wrong.
A freak power outage would most likely cause loss of data as would other
unforeseen glitches. You should prepare for a clean install, then do the
upgrade.
Have you considered the possibility it might be a better choice to purchase
a new system rather than upgrade? At the price of much more powerful and
feature laden entry level systems being close to the cost of upgrading and
old system, this is a more attractive way to go. You can then network the
new computer with the old and have even more versatility.
