Yes. To upgrade insert the XP CD and follow screen prompts. If you want to
do a clean install you can boot from the XP CD and follow prompts to
partition, format and install.

Possible, but extravagant, unless you have been given the CD. But if
you have what is described as a 'full' version at a low price it is very
probably an OEM one, marked for supply only with a new machine. These
will *not* do upgrades and are licensed only to the first machine
installed on, with no transfer rights
