An upgrade from 98 to XP on my laptop went bad. It
freezes during its first reboot in the install process.
I've tried everything with no luck. How can I revert back
to 98 without having to choose "exit setup" everytime I go
through the boot sequence?

Boot from the Emergency Startup Disk for Windows 98 and type
SYS C:
at the DOS prompt. Retry. If Windows 98 still fails to load, the
installation has been damaged during the failed upgrade and you should
reinstall Windows 98 on top of the existing files.

Thanks. I can get 98 to load; but it asks me to
either "exit setup" or "continue setup". Extit gets me
into 98; but it asks me the same question everytime I
boot. Will your fix get rid of the setup routine
everytime I boot?

It should. It will delete the current boot sector on the HDD and
replace it with a Windows 98 boot sector.
