After upgrading from 98 to XP the size of my system is HUGE (over 9GB). My other XP system partitions have only about 3-4 GB. What are all the extra files and now can I get rid of them? (can't use uninstall xp function under add / remove programs)

Try booting to xp cd,install xp,new copy, delete old partition (98),
create partition, then let xp install a clean copy.

It's been a while since I did any upgrades from Win 98, but I think as part
of the process you are asked save files, in case you want to revert back to
your Win98 installation. Essentially, you are left with files from your
Win98 installation and your new WinXP installation.

I can't remember if you can remove the files in add/remove programs or not.
You should be able to find something regarding this on Microsoft's website,
or from someone in this newsgroup.
