Upgrade assurance

Has there been any more information (like a confirmation?) regarding the
upgrade guarantee that is rumored to be starting in October to allow a free
upgrade for anybody purchasing a new system with MCE? Specific date with
confirmation by chance?
 
That would be up to the computer manufacturer to offer, not Microsoft.
