It's not so simple to do this, though, as there can be a lot of updates now,
and some are hardware-specific, so you have to know exactly how that offline
machine is built. The last time I checked, after installing basic XP with
SP2, there were nearly 80 updates, some quite large, and some not needed.
For example, an offline system may not need the .NET frameworks (or, it may,
depending on its use).
SP2 is another issue, and you almost certainly want that. It's about 260
meg by itself. For offline installation, you get this one:

If the system is not online, there are significantly fewer reasons to update
it regularly. It's not exposed to many of the threats or network issues
that many updates address. Get it to the point where it is reliable, and
leave it there.
For the initial install, it's helpful to add a network card if it doesn't
have one; these can be had for around $15. Take it to a place where you
have hi-speed access, and get all the updates. This is trivial if you've
got a router; you just plug it in.. Then, disconnect and take it to its
destination.
You will, however, also need to install an anti-virus program, and configure
it to look to a particular folder for updates, and manually refresh that
folder.
